How to apply Bed Head Small Talk 3-in-1 to you hair?

I just came home from college for the weekend and I see in my bathroom cabinet Bed Head Small Talk. I am not sure if it is my mom's or brothers, but it sounds awesome to use...&& i wanted to know if anyone has used this (girls) and if you have how do you apply it? Wet or Dry Hair?!

2. I JUST got this yesterday from my stylist. I just had about 12 inches of hair cut off to a short, layered look and she used this to give some volume and lift to my baby-fine hair. She applied it to damp hair, rubbed it between her hands and rubbed it through all of my hair, just being careful to not completely slather my roots so they didn't look dirty. It added a lot of lift and kind of a piece-y look that I got a ton of compliments on!
